8.2.3 Asset Referral Triggers

1. Health

If a young person scores 2 or more in Section 8 (Emotional and Mental Health) of ASSET, then a referral to the health worker should be made.

If a young person scores 2 or more in section 7 (Physical Health), then a referral is to be made to the health worker and/or a discussion regarding the referral evidenced.


2. Education

If a young person is of school age, known to YOS and is not currently attending education or is at risk of disengaging from education, then a referral should be made to the education liaison officer.


3. NEET PA

A referral to the NEET PA should take place for 16-19 year olds, known to YOS who are not currently engaged in EET or at risk of disengaging from EET.  Note referrals

Referrals will be accepted of 15 year olds once they are approaching official school leaving age (usually 2 months prior to this date).


4. Substance Misuse

If there are substance misuse issues and high risk, then a referral should be made to the drugs worker.

If a young person scores 2 or more in Section 6 of Asset, then a referral should be made to the substance misuse worker.  Careworks will automatically add the above information onto the substance misuse tab; however a referral will still need to be made.  See also Protocol and Partnership Agreement between YOS and SORTED


5. Parenting

If a young person scores 3 or above in sections 1 & 2 of Asset, or has a total score of 25 or above, then a referral should be made to the Parenting Officer.

An automatic referral should be made to the parenting worker if a young person is assessed as being High Risk.


6. Accommodation

Assess suitability of accommodation of all clients and refer to the accommodation officer where necessary.


7. Victim

Make referrals to the YOT Police Officer to establish contact with and ascertain the wishes of victims for reports written.


8. High Risk

All young people assessed as being high risk – i.e. with an Asset score of 25 or more - should be referred to the parenting worker. There may be cases where the case-holder's knowledge means that he/she views this as inappropriate or of little value.  In this case a discussion should take place and this should be evidenced on Careworks.

For Final Warning and Referral Order young people, the case will be brought to the case discussion.
