This manual reflects the changes in relation to looked after children and care leavers, which became effective on 1 April 2011. These changes are set out in the Care Planning, Placement and Case Review (England) Regulations 2010, Fostering Services Regulations 2011, Children’s Homes (Amendment) Regulations 2011, Adoption revised guidance and Care Leavers (England) Regulations 2010, together with the associated guidance (including the IRO Handbook) and the National Minimum Standards for Fostering, Adoption and Children’s Homes 2011.
